Here is another building from Balmy St, a one-block street in the Mission District in which basically every garage front is painted.
This is clearly a takeoff on Where the Wild Things Are, by Maurice Sendak; the inscription on the flag reads "Don't waste water and keep it clean because across the water is where we find the wild things." California has a chronic water shortage, which has become much more acute in the past couple of years.
