First, I sharpened the whole thing and adjusted levels just a little bit (dark parts). Then I desaturated reds to get rid of the reddish skin color. Next, I used Power Retouche Studio Black & White to convert to B&W. I applied Blue filter to the photo. Finally, I sharpened the eyes, using "Sharpen" tool in Photoshop, sharpened the whole thing with Unsharp mask and added a little bit of noise.

This is my proposition ! I cropped the picture, I increase the sharpness and finally I added a frame.
